When using dvips on any document that uses package 'pst-circ'(part of tetex) it
complains about a missing file 'pst-circ.pro'. Downloading it from the given
URL and placing it into /usr/share/texmf/dvips/pstricks fixed the issue.

You should also specify which version of tetex you are talking about.

Version is 3.0_p1-r2.
