Now LOCALCLASSPATH puts all sorts of stuff in CLASSPATH that can also be used
by the actual build. This makes it harder to spot all the dependencies. It
can't be removed until all packages have been tested to compile with
LOCALCLASSPATH commented in /usr/bin/ant. This bug is used to track the
progress of this.
