As the radeontool requires root-privileges it should be merged into /usr/sbin
and not /usr/bin.

Running it without root-privileges gives (in the best case) an error message.

Steps to Reproduce:
1. emerge radeontool
1.1 radeontool -i
2. which radeontool
Actual Results:  
/usr/bin

Expected Results:  
/usr/sbin
