I have noticed that his patch is missing from the Gentoo portage tree.

I have added the latest version, along with patch to support MPPE over EAP-TLS.

EAP-TLS works. 
 
I haven't been able to make the second part of the patch to work: MPPE with 
EAP-TLS authentification. Working on that now.

your patch cannot be applied even to the original ppp-2.4.3 source, so I've
adapted the original ones.

ppp-2.4.3-r9 commited to the tree, having a new useflag called eap-tls.
