When we emerge games-util/krconlinux-2.0 on system without installed arts it 
crash during ./configure. This ebuild should depends arts (even with USE="-
arts").

Reproducible: Always
Steps to Reproduce:
1. emerge krconlinux on machine without arts
Actual Results:  
crash on ./configure because missing file (from arts package)

Expected Results:  
enable depending of arts
