I try to build a package that gets the installed version of libcurl from
pkgconfig. But the libcurl.pc doesn't get installed.

This bug is very similar to #90358, so I think it should also be assigned to
"Alastair Tse <liquidx@gentoo.org>"

Reproducible: Always
Steps to Reproduce:
1. emerge curl pkgconfig
2. pkg-config --modversion libcurl
