version 1.0 of rdiff-backup is available

rdiff-backup-1.0.0.ebuild patch against rdiff-backup-0.13.6.ebuild
Fortunately, the version bump to 1.0.0 is rather trivial.
* Changed the url of the source tarball.
Maybe we should change this to x86 from ~x86 while we're at it?
