I tried to env-update, killing the chroot and going back again, tried fiddling
with PATH to no avail.

file starts to build with i686 but continues with i386 gcc ... which is there
but the ebuild refuses to find it.

Steps to Reproduce:
1. fresh stage 1 using the handbook
2. emerge -e system
3. hangs/fails at file-4.13
