Without installed arts emerging kflog fails because of a missing tool, this 
tool belongs to arts-package, so I emerged arts and than gentoo again, now 
builds fine. 
 
Arts should be a dependency for kflog, or maybe better kflog should be fixed 
to can be build without arts.

Your patch is a bit of overkill:

 1. You are patching a generated file
 2. It's huge
 3. It disables arts even with arts in USE

I'm attaching a patch for kflog ebuild that does it the right way - patches the
acinclude.m4 and regenerates configure (and Makefile.in's).

2.1.1-r2 compiles just fine w/o arts; closing a stale bug.
