I finally got an emerge sync to bring that file in, and diff indicates that it is identical to the .8 patch, which is what I did locally. I tried the beginning of a reemerge of xemacs, and it proceeded past where the error occurred the first time. Still copiing manually? Just did "emerge rsync" and then tried to emerge xemacs-21.4.10-r2 but not successful without manually copiing that missed file.
