<thetext>When skim is emerged with USE="-arts" like:
# USE="-arts" emerge skim

The configure script complains that :

......
configure: error: The important program mcopidl was not found!
Please check whether you installed aRts correctly or use
--without-arts to compile without aRts support (this will remove functionality).

Reproducible: Always
Steps to Reproduce:
1. # USE="-arts" emerge skim

It's easy to fix this problem, just change the line 22 of skim-1.0.2.ebuild
from
    econf   || die
to:
    econf `use_with arts`  || die</thetext>
