I was able to install it by copying the eqe-1.2.0.ebuild (that's in CVS) to eqe-1.3.0.ebuild. (By the way: What needs to be done for this package to be considered stable?) You should open a new bug about version bumps the next time (I have bumped it). This is not to sound harsh, it is just much easier for us to keep things separated. About stabilizing eqe (thats a separate issue as well, ie. a new bug), it must not depend on unstable (on the particular arch) packages (and versions of the packages).
