I believe that this file belongs to arts. Since I do not use arts, I do not have an arts use flag. Doing an emerge -pv of karamba reveals a '-arts'. Looks like a broken ebuild as I am of the opinion that -arts should trigger the 'no-use-arts' commented line, else arts should be listed as a required dependancy.
