This would be consistent with the behavior go app-cdr/dvdrtools that has got !app-cdr/cdrtools in DEPEND, and this would be also, IMHO, more appropriate since will prevent old ebuilds, needing app-cdr/cdrtools rather than virtual/cdrtools, from installing this package.
