I recommend that everyone upgrade because this version is much more stable than 3.10.6 and has many bug fixes as well. Note, this version has a workaround that allows apcupsd to run in USB mode with 2.5 and 2.6 kernels thanks to Adam Kropelin (and others before him). Thanks to all of you who sent patches. I've tried to include pretty much everything. The manual still remains a bit out of date for the new features, but it will come with time ... Below, I include a copy of the ReleaseNotes.
