Steps to Reproduce:
1. put &quot;-ssl&quot; in USE flags
2. emerge uw-imap


Actual Results:  
imapd now requires STARTTLS before you can login

Expected Results:  
allow plaintext logins as -ssl was specified in the USE flags</thetext>

the new uw-imap ebuild and a new mod_php ebuild, it would sure be nice if
the c-client part of uw-imap were separated so that mod_php could depend
on just the c-client part (and just for build-time, not for run-time).</thetext>
