That library is part of GNU Emacs 22.1. In Emacs 21 it was part of the w3 browser package, so that has to be a dependency for emacsen < 21. But since there were some recent changes to the url library short before emms 3.0 was released, I'm not too sure if emms-lastfm will work with it. At least it should compile...
