The file (same md5sum) can be found via google, for instance at http://www.mirrorservice.org/sites/www.ibiblio.org/gentoo/distfiles/UT2003CrashFix.zip (why is this on a Gentoo mirror but not in the ebuild?) The post install instructions mention http://ut2003master.epicgames.com/ut2003server/cdkey.php , which seems to be down.
