On a system which still uses kernel 2.4, an emerge --sync; emerge -vp world will list udev as a dependency of baselayout-1.11.14 because the alternative dependency devfsd-1.3.25-r9 is keyworded as ~arch.

Excerpt from baselayout-1.11.14.ebuild:

For this reason, please either put baselayout 1.11.14 back in ~arch or devfsd 1.3.25-r9 in arch.
