There might be a slight misunderstanding here: oooqs and ooqstart-gnome are NOT a dependency for OOo 2.0, on the contrary they depend on OOo 2.0. So it is impossible to mark them stable first, as this would break things too. Their new releases won't work with older OpenOffice.org releases as there have been some fundamental changes in between.
