I don't know how to reach the package-maintainer(s) of Docutils, so I'm filing a bug report -- hope it's correct this way: We have now a Distributor's Guide, located at <http://docutils.sourceforge.net/docs/dev/distributing.html>. You may want to read it before writing the next Docutils ebuild; it contains some useful information for package maintainers.
yep, this is the right place. we'll take that into account for the next update. i'm working on 0.3.9 at the moment. we're only stuck because of some changes internally that has broken some of our auxillary tools we include that generateds Gentoo Linux Enhancement Proposals (GLEPs)
I'm aware of that problem; the patch adding GLEP support really doesn't look nice; it's just much search-and-replace, basically. See <http://article.gmane.org/gmane.text.docutils.user/2146> for a related posting on the mailing list; there's been no reply so far, but I'm confident we'll find a solution which enables you to use Docutils for GLEPs without patching. (You can use the Gmane-interface to post messages to the mailing list if you like.)

It's exactly search-and-replace, as a matter of fact. > See <http://article.gmane.org/gmane.text.docutils.user/2146> for a related > posting on the mailing list; there's been no reply so far, but I'm confident > we'll find a solution which enables you to use Docutils for GLEPs > without patching. (You can use the Gmane-interface to post messages to the > mailing list if you like.) I'm going to close this bug, since I think I have most of the necessary changes in place. Feel free to reopen if need be. That would be truly lovely.
