See Bug 33161. I think postfix should be started even if the net dependency
cannot be fulfilled, because local delivery should work in this case too.

You're right, postfix queues mail even without network interfaces working.
Tuan, what do you think? Should we change 2.2.3 initscript, or put it in 2.2.4 only?

I think we can change every initscript but don't bump postfix. Though important
it is a minor change imho and doesn't deserve a bump IMHO.
