Bug 95286 – Add upstream kweather bugfix to kweather-3.4.1

Shortly after the release of KDE 3.4.0, I logged an upstream bug regarding the
incorrect sizing of the kweather taskbar icon (see
http://bugs.kde.org/show_bug.cgi?id=102237 for initial report, if interested).

Upstream have now fixed this bug, unfortunately after the KDE 3.4.1 release; and
I present patches to the kweather split ebuild to fix this issue in KDE 3.4.1

Reproducible: Always
Steps to Reproduce:
1.  Emerge KDE 3.4.0 or KDE 3.4.1 incuding kweather 
2.  Add kweather applet to panel
3.  Observe icon-size issue as per upstream URL

Upstreams patch to kweather's dockwidget.cpp to fix issue

This is the patch from KDE to fix the kweather icon size issue.  Compiled and
tested OK on my system.
