=gdcm-3.0.14 patch

The current version of gdcm from ::science (3.0.14) fails to build.
The failure is fixed by applying the attached patch.
The package now builds but the tests fail (no idea if this was always the case and it's just that nobody noticed).

I tried to bump the package to =gdcm-3.0.24 but the tests still fail with the same sort of error message.
