I recently emerged the above package and wonder why it won't start. After 
seeing here and looking there I found out that the 
directory /etc/tomcat-5/default/ and the file in there aren't owned by 
tomcat:tomcat. For this reason, tomcat couldn't read the server.xml and won't 
start. After chown these files to tomcat:tomcat the server starts
