After update of popa3d the popa3d server breaks as it's trying to chroot into
/var/empty which is removed on update process and not created again. This has
happened at least on the last two updates. So as I manually create the
directory, everything works.

Reproducible: Always
Steps to Reproduce:
1.update popa3d
2.try to fetch pop3-mails
3.

Actual Results:
