Quite a while ago, I've had problems with using ru_RU.UTF-8 locale with less (the problem was with using cyrillic letters while searching), and I had an e-mail conversation with less's author, and he did send me a fixed and updated version (less-385), which he said he would later release. I used it happily ever since. Recently I've switched from slackware to gentoo, and found that gentoo provides less-382, which exhibits the same problem (if you view some file with less and press the '/' character while in ru_RU.UTF-8 locale, then switch your keymap(group in X) to russian and type something, weird characters would appear). I've got this less-385 tarball from back then, and less from this tarball work. It'd be great to have this in portage (or separate these changes in a utf-8 fixing patch).
