I have bumped dev-util/svk-1.00 and dropped ~amd64 ~ppc. Please test them and add them again if nedded

Tested and marked ~ppc.
This is a repost of my comment in bug #92678 as it has some information needed to get svk going on amd64. dev-util/svk-1.00 is masked on amd64 as are two of it's dependancies. This is what I had to add to package.keywords in order to get SVK installed. A number of these modules are pure-perl so if they work one arch that should work on all archs (unless there are arch bugs in perl itself). The svk-1.00 ebuilds seem to be working on amd64 for me (but not really tested yet). dev-perl/SVN-Mirror has been marked ~amd64 and I opened a bug to have dev-perl/IO-Pager marked ~amd64 (bug #93121).
