lilo doesn't emerge when manpages-fr is allready there and the
collision-detection feature is activated.

Reproducible: Always
Steps to Reproduce:
1.set collision detection feature in make.conf
2.emerge manpages-fr
3.emerge lilo

Actual Results:  
* checking 32 files for package collisions
existing file /usr/share/man/fr/man5/lilo.conf.5.gz is not owned by this
package
existing file /usr/share/man/fr/man8/lilo.8.gz is not owned by this package
* spent 0.138288021088 seconds checking for file collisions
* This package is blocked because it wants to overwrite

Manpages-fr should not be trampling on lilo's files.
Working on getting manpages-fr modified.
