A new version of PCB is out but there is no ebuild for it yet.
Simply renaming the previous ebuild works:

# cp pcb-20050127.ebuild pcb-20050315.ebuild
# emerge pcb
# ebuild /usr/portage/sci-electronics/pcb/pcb-20050315.ebuild digest
# emerge pcb
