Ploticus 2.31.09 ebuild

New ebuild including update 09. I also added a new useflag called 'morevars'
that if set increases the number of allowed script variables from 200 to 2000.

Tobias - good ebuild - couple of small notes since your getting good at  
ebuilds:  
- do a repoman scan to pick up syntax changes  
- Extending the number of vars I didn't think needed another use flag so I  
just extended it by default.  
- patches in the files dir shouldn't be zipped in anyway due to the workings  
on cvs. They also need to be less than 20k so the p09 when to the mirrors.
