A bunch of modules are already there, and I got confused when I tried to find
mod_transform in www-apache (since that's where a bunch of mod_*s were).

This is the plan, it just hasn't been done yet. We are waiting to make sure
that we have all the issues of the package refresh resolved before we
complicate things by doing package moves.

all apache modules have been moved to www-apache/ now.
