KFontInstall control module got disabled from compilation because of missing FreeType 2.x libraries/headers. Either KDE 3.4 supports only >=freetype-2.1.8 or it's a conf issue. In any case the dependency should be set to >=freetype-2.1.9.
Why 2.1.8, why 2.1.9? What version have you got? kfontinst's configure.in.in says >=2.1.3. I'm adding that as a dep to kcontrol and kdebase 3.4.0_beta1; is a higher version abosolutely needed?
>=2.1.8 is what the upcoming Xorg depends on, but we have only 2.1.9 in the tree. I have freetype-2.1.5-r1 installed, but did not investigate (yet, my box is really at its limits to grok the splitted kde ebuilds) why the installer wasn't compiled. I don't think the bug is a problem in freetype but only the fact that the error message is in the file kdebase-x.x.x/configure.in.bot that is extracted for every ebuild while the check is in file and it's not extracted for every ebuild but only for the control center module. So the solution is to fix it upstream moving that error message in a new file called kdebase-x.x.x/kcontrol/kfontinst/configure.in.bot

OK, to straighten this bug out... I thought the bug was about a missing dep on freetype. I've added that dep to kcontrol. There is also the separate issue of unrelated ebuilds (eg kreadconfig) printing these error messages although they don't need freetype. That's dealt with in bug #81515. That bug is still open; this one can be closed. The question about freetype versions isn't really relevant.
