Set suid attribute and owner (root:bin) for /opt/win4lin/publicbin/dosexec

Steps to Reproduce:

To expand a little on this - in win4lin, when you try to use installwindows,
the following error comes up:

NOT_SUID_ROOT: dos: dosexec is not installed SUID root, or is installed on a
filesystem that is mounted nosuid.

The ebuild should set the /opt/win4lin/publicbin/dosexec as owned by root:bin
and chmoded u+s as mentioned above after installation.

thanks for you work :)

so after all this time trying to contact with netraverse to update our serial
numbers for testing i dont have any reply. Netraverse dont support this ebuild
more. If you want you can use the w4l installer is not so bad :)

so the remove will be cancelled if you have a good point to mantain the ebuild
in gentoo.

w4l is now hardmasked and i will remove it in 30 days.
