Jack 3.1.0 was released back in Nov., and then 3.1.1 in Dec.  Portage still has
only media-sound/jack-3.0.0

Changing severity from "enhancement" to "normal" because the newer versions fix
several bugs which manifest on my system, resulting in the app crashing with no
workarounds.  I have installed 3.1.1 from tarball on my system and it works
perfectly.
