This should also be supported in 21jdk and 20jre.

Use .gentoo/javaenv would solve the problem of having to be root when switching
between JDKs. 

We need to add support for java-config to list available JDKs, and switch
between them either as user-default or system-default.

Install a new VM and look at the java-config man page.
