I assume since xbattle hasn't been worked on since _1996_, they decided to take
down the web page: http://cns-web.bu.edu/pub/xpip/html/xbattle.html

Expected Results:  
I don't believe anyone is maintaining xbattle anymore. I believe xbattleai
should be added instead into portage, this will be filed as a seperate bug.
