Installation of mc-4.6.0-r11 doesn't work, because of a file collision.

Reproducible: Always
Steps to Reproduce:
1. FEATURES=collision-protect USE="-X -debug -gpm ncurses nls -samba slang unicode" emerge mc

Actual Results:  
>>> Completed installing into /var/tmp/portage/mc-4.6.0-r11/image/

* checking 109 files for package collisions
existing file /usr/share/locale/locale.alias is not owned by this package

Expected Results:  
The software "mc" shouldn't install /usr/share/locale/locale.alias.

Patch will be supplied.

Patch, which fixes the bug :)

This bug removes the file which causes the collision.
