The syslog-ng.conf installed by default is that way on purpose. It's nice for desktop systems especially when people are new to linux or don't want to deal with the more advanced features of syslog-ng. I've added the syslog-ng.conf file you attached as syslog-ng.conf.debian in the package as a sample config though to make it easy for you or anyone else who likes the debian config to use it if they desire.
