The program VimOutliner is not in Portage. It is an add-on to vim that gives
you outlining capabilities. I think every Gentoo user should be able to emerge
it:

www.vimoutliner.org

Actual Results:  
emerge said package vimoutliner was not on portage.

Expected Results:  
Download the source code.
