Description:   Opened: 2004-10-07 06:51 0000 
According to
http://homepages.tesco.net./~J.deBoynePollard/FGA/djbdns-problems.html, there
was a change in 2004-01-29 to the ip address of one of the root name servers,
and that site also provided the patchfiles that I have attached to this bug.
