Description:   Opened: 2004-09-27 07:03 0000 
I am reading through the FHS and it says that cpio should be in /bin. Is there
a reason it is not? Or should the ebuild be edited?

no reason really ... looks like that's how it was installed from when it was
first added to portage (~4 years ago)

fixed in cvs (no rev bump, doesnt matter imho)
