The url for obtaining vcdimager 0.7.* has moved from "http://www.vcdimager.org/pub/vcdimager/vcdimager-0.7_UNSTABLE" to "http://www.vcdimager.org/pub/vcdimager/vcdimager-0.7"

Workaround/Fix: tweak the ebuild
