Description:   Opened: 2004-09-12 20:01 0000 
The epsxe-1.6.0 ebuild has:

SRC_URI="http://download.epsxe.com/files/epsxe${PV//.}lin.zip"

However, download.epsxe.com seems to no longer exist, and this should be:

SRC_URI="http://www.epsxe.com/files/epsxe${PV//.}lin.zip"
