This is in some way a duplicate of #523574 since it is closed long time ago, I'm opening a new one.

When you install app-editors/pluma (outside of mate desktop)  it doesn't start, it "crashes" on startup. In the log you can find:

(pluma:13446): GLib-GIO-ERROR **: Settings schema 'org.mate.lockdown' is not installed

The specific dependency is part of mate-base/mate-desktop

Thanks for reporting. This is now fixed in =app-editors/pluma-1.16.0-r1
