xorg-server logs to /var/log/Xorg.0.log:
  systemd-logind: logind integration requires -keeptty and -keeptty was not provided, disabling logind integration

x11-base/xorg-server-1.19.0::gentoo and x11-misc/sddm-0.14.0-r1::gentoo were built with USE=systemd.

I get the same message in Xorg.0.log with 1.19.5-r1, but it seems to have no consequence...

Please provide 'Xorg.0.log' as well as results of

    strings  /proc/`pidof X`/cmdline

and

    strings  /proc/`pidof X`/environ

and 

    ls -ld /proc/`pidof X`/

While Xorg is running. 

Before pasting the environmental variables here, just double check if you do not have any secrets or other non public variables there.

The changes to xserverrc does not apply to sddm because it does not uses xinit as it seems, but starts X server by itself and not via xinit that would use those switches. It also starts X server as root for that matter.

On one hand you could edit the /usr/share/sddm/sddm.conf.d/00default.conf and add '-keeptty' to ServerArguments= list. however the code of sddm have also

Given that -seat have use only with logind interface, that is either provided systemd or elogind I would recommend to first check if adding -keeptty to /usr/share/sddm/sddm.conf.d/00default.conf fixes your issue, and then reporting that to upstream of sddm that logind/systemd support may require additional flag. Depending on what's your result with testing and then upstream, we may either wait for new sddm release, or patch it locally.

I added the flag in /etc/sddm.conf, because that seems to override /usr/share/sddm/sddm.conf.d/00default.conf (changing the latter has no effect; the former is probably created by kde-plasma/sddm-kcm-5.16.5).

The X server is now started with -keeptty, but Xorg.0.log says:
[    16.032] (EE) systemd-logind: failed to get session: PID 1139 does not belong to any known session

My understanding is that as long as you do not start X as regular user, that got a seat from pam_elogind.so/pam_systemd.so upon logging in, this part will just not work. 

A quick google resulted in:

> systemd-logind will refuse any requests to do so unless Xorg is started from a properly registered login session. Currently all display managers such as gdm, xdm, etc. do not set up a proper login session in which to start X, leading to this error. This error can be safely ignored, as Xorg is still capable of opening the devices itself.

As well as open feature with some pull request https://github.com/sddm/sddm/issues/246

In that case it's the sddm issue and nothing that we can address at the Gentoo level.

Or, we actually have two problems, one is keeptty, another is the lack of logind user sesisons support. From your perspective, after adding the -keeptty everything is working as expected?

It appears we currently cannot do anything about it.
