I am trying to update xorg-server to 1.19.0 but I got this error:

I see a similar bug over at the arch linux bug tracker:

https://aur.archlinux.org/packages/xorg-server-xwayland-git/

Can you try emerge-ing dev-libs/wayland-protocols?

dev-libs/wayland-protocols was not installed.
emerge -1a dev-libs/wayland-protocols solved the problem.

Should wayland-protocols be a dependencies of xorg-server?

Same problem with xorg-server-1.19.1.

emerge -1a dev-libs/wayland-protocols solved the problem.
