Copy dhcpcd-7 files to new locations

dhcpcd-7 will move the location of it's files around.
The ebuild currently forces the dbdir from /var/db to /var/lib/dhcpcd so the lease files just need to be renamed.

I've kept the concept of just copying old to new and added warnings about files that can be purge if there is no need to downgrade of older versions.

this is applied in dhcpcd-9999 ebuild.
