With bluez-5.28 the bluez ebuild no longer needs to install the hex2hcd tool manually in multilib_src_install(). The hex2hcd tool is now installed[1] by the build system with --enable-tools.

[master 593fae9] net-wireless/bluez: Version bump fixing pairing (#597820 by Christian Loosli), also we don't need to manually install hex2hcd anymore (#597528 by BT).
