Despite static-libs USE flag being set, x11-drivers/nvidia-drivers, does not provide static versions of libOpenCL

# ll /usr/lib64/libOpenC*
lrwxrwxrwx 1 root root 40 Sep 21 16:01 /usr/lib64/libOpenCL.so -> OpenCL/vendors/nvidia/libOpenCL.so.1.0.0
lrwxrwxrwx 1 root root 40 Sep 21 16:01 /usr/lib64/libOpenCL.so.1 -> OpenCL/vendors/nvidia/libOpenCL.so.1.0.0

Expected Results:  
libOpenCL.a present
